Hindustanसरकार ने स्पष्ट किया है कि अखिल भारतीय कोटा के अंतर्गत आने वाली सीटों पर यह नई आरक्षण नीति लागू नहीं होगी। इसके अलावा, विकलांग व्यक्तियों, पूर्व सैनिकों, आर्थिक रूप से कमजोर वर्ग (EWS) और अन्य क्षैतिज आरक्षण संबंधी मौजूदा प्रावधान पहले की तरह ही बरकरार रहेंगे।
