RBI Policy: Repo Rate में No Change, विकास दर घटी और बढ़ गया महंगाई का अनुमान

देश की अर्थव्यवस्था पर वैश्विक घटनाक्रमों का असर लगातार बढ़ता दिखाई दे रहा है। इसी बीच भारतीय रिजर्व बैंक ने शुक्रवार को अपनी मौद्रिक नीति की घोषणा करते हुए प्रमुख ब्याज दर को 5.25 फीसदी पर यथावत रखने का फैसला किया है। यह निर्णय बाजार की उम्मीदों के अनुसार रहा है और मौद्रिक नीति समिति के सभी छह सदस्यों ने इसके पक्ष में एकमत से मतदान किया है।

बता दें कि रेपो दर वह दर होती है जिस पर भारतीय रिजर्व बैंक वाणिज्यिक बैंकों को अल्पकालिक ऋण उपलब्ध कराता है। रेपो दर में बदलाव का सीधा असर ऋण, जमा और निवेश पर पड़ता है। हालांकि इस बार केंद्रीय बैंक ने ब्याज दर में कोई परिवर्तन नहीं करते हुए तटस्थ रुख बनाए रखने का निर्णय लिया है।

मौजूद जानकारी के अनुसार भारतीय रिजर्व बैंक के गवर्नर संजय मल्होत्रा ने कहा कि वैश्विक अर्थव्यवस्था इस समय कई अभूतपूर्व चुनौतियों का सामना कर रही है। पश्चिम एशिया में जारी संघर्ष, ऊर्जा कीमतों में तेजी और वैश्विक व्यापार को लेकर बनी अनिश्चितता आर्थिक गतिविधियों पर दबाव बना रही है। ऐसे माहौल में मौद्रिक नीति समिति ने सतर्क रुख अपनाने का फैसला किया है।

गौरतलब है कि हाल के महीनों में कच्चे तेल की कीमतों में बढ़ोतरी और आपूर्ति संबंधी चुनौतियों ने दुनिया भर की अर्थव्यवस्थाओं को प्रभावित किया है। भारत भी इससे अछूता नहीं है। संजय मल्होत्रा ने कहा कि ऊर्जा कीमतों में वृद्धि का असर विकास दर और महंगाई दोनों पर दिखाई दे रहा है। हालांकि उन्होंने भरोसा जताया कि भारत के पास बाहरी झटकों का सामना करने की पर्याप्त क्षमता मौजूद है।

आरबीआई ने चालू वित्त वर्ष के लिए आर्थिक विकास दर के अनुमान को घटाकर 6.6 फीसदी कर दिया है। इससे पहले केंद्रीय बैंक ने 6.9 फीसदी विकास दर का अनुमान लगाया था। दूसरी ओर उपभोक्ता मूल्य सूचकांक आधारित महंगाई दर का अनुमान बढ़ाकर 5.1 फीसदी कर दिया गया है, जो पहले 4.6 फीसदी था। वहीं मूल महंगाई दर 4.7 फीसदी रहने का अनुमान व्यक्त किया गया है।

मौजूद जानकारी के अनुसार केंद्रीय बैंक का मानना है कि घरेलू आर्थिक गतिविधियां अभी भी स्थिर बनी हुई हैं, लेकिन वैश्विक मांग में कमजोरी और परिवहन लागत में बढ़ोतरी के कारण निर्यात क्षेत्र पर दबाव बना रह सकता है। इसके अलावा बढ़ती ऊर्जा कीमतें चालू खाता घाटे के लिए भी जोखिम पैदा कर सकती हैं।

बता दें कि भारतीय रिजर्व बैंक ने विदेशी निवेश को प्रोत्साहित करने के लिए कुछ महत्वपूर्ण घोषणाएं भी की हैं। सरकारी प्रतिभूतियों में निवेश करने वाले विदेशी निवेशकों के लिए नियमों को और उदार बनाया गया है। साथ ही विदेशों में रहने वाले भारतीयों और भारतीय मूल के विदेशी नागरिकों के लिए भी निवेश सीमाओं में वृद्धि की गई है।

संजय मल्होत्रा ने यह भी स्पष्ट किया कि भारतीय रिजर्व बैंक किसी विशेष विनिमय दर को लक्ष्य नहीं बनाता है। उनके अनुसार रुपये का मूल्य बाजार की परिस्थितियों के आधार पर तय होता है। हालांकि यदि अत्यधिक अस्थिरता देखने को मिलती है तो केंद्रीय बैंक आवश्यक कदम उठाने के लिए पूरी तरह तैयार है।

विशेषज्ञों का मानना है कि मौजूदा परिस्थितियों में आरबीआई का यह फैसला संतुलित दिखाई देता है। उनका कहना है कि फिलहाल केंद्रीय बैंक का ध्यान महंगाई को नियंत्रण में रखने, रुपये को स्थिर बनाए रखने और वित्तीय स्थिरता सुनिश्चित करने पर केंद्रित है। ऐसे में निकट भविष्य में ब्याज दरों में कटौती की संभावना सीमित दिखाई दे रही है।
