'छात्रों से मांगते हैं जवाब, खुद साधे हैं चुप्पी'... CBSE टेंडर विवाद पर क्यों मौन है बोर्ड? ये हैं वो 3 सुलगते सवाल जिनका जवाब अब देना ही होगा!

भारतीय शिक्षा व्यवस्था के इतिहास में शायद यह पहली बार है जब देश के सबसे बड़े परीक्षा बोर्ड, सीबीएसई (CBSE) के मूल्यांकन और प्रोक्योरमेंट सिस्टम का किसी जांच एजेंसी ने नहीं, बल्कि खुद छात्रों ने 'ऑडिट' कर दिया है। 'ऑन-स्क्रीन मार्किंग' प्रणाली और 'कोएम्प्ट एडुटेक' (Coempt Eduteck) को दिए गए टेंडर को लेकर उठा विवाद थमता नजर नहीं आ रहा है। परिणाम घोषित होने के हफ्तों बाद भी राष्ट्रीय मीडिया और राजनीतिक गलियारों में इस मुद्दे पर तीखी बहस जारी है, लेकिन इस पूरे घटनाक्रम में जो बात सबसे ज्यादा खटक रही है, वह है सीबीएसई की रहस्यमयी चुप्पी। एक ऐसी संस्था जो लाखों छात्रों से परीक्षा हॉल में हर एक जवाब के पीछे तार्किक कारण मांगती है, वह खुद अपनी टेंडर प्रक्रिया पर पारदर्शिता दिखाने में नाकाम साबित हो रही है। आइए इस पूरे विवाद की परतों को खोलते हुए उन तीन बुनियादी सवालों को समझते हैं, जिनका जवाब सीबीएसई को अब हर हाल में देना ही होगा।

जब देश के टीनेजर्स बन गए 'ऑडिटर'
इस पूरे विवाद की शुरुआत तब हुई जब 12वीं कक्षा के एक छात्र, सार्थक सिद्धांत ने सीबीएसई के 'ऑन-स्क्रीन मार्किंग' प्रोजेक्ट से जुड़े सार्वजनिक रूप से उपलब्ध टेंडर रिकॉर्ड्स की बारीकी से जांच शुरू की। सार्थक ने टेंडर दस्तावेजों के अलग-अलग वर्जन्स (संस्करणों) का विश्लेषण किया और पाया कि समय के साथ पात्रता मानदंडों (Eligibility Criteria) और तकनीकी आवश्यकताओं में कुछ ऐसे बदलाव किए गए थे जो संदेह पैदा करते हैं। सार्थक का यह तकनीकी विश्लेषण सोशल मीडिया पर जंगल की आग की तरह फैला। जल्द ही, अन्य छात्रों, युवा रिसर्चर्स और टेक्नोलॉजी के शौकीनों ने भी इन दस्तावेजों का मिलान करना शुरू कर दिया। जो छात्र कल तक अपनी आंसर-की (Answer-key) और मार्क्स पर बहस कर रहे थे, वे अचानक प्रोक्योरमेंट प्रक्रियाओं और टेंडर की शर्तों की तुलना करने लगे। मूल्यांकन करने वाली संस्था खुद उन्हीं बच्चों के रडार पर आ गई जिनका वह मूल्यांकन करती है।

सीबीएसई की चुप्पी पर खड़े होते 3 बड़े सवाल
यह स्पष्ट कर देना जरूरी है कि फिलहाल किसी भी आधिकारिक जांच एजेंसी ने टेंडर में किसी धांधली, अवैध आवंटन या भ्रष्टाचार की पुष्टि नहीं की है। कानूनी तौर पर 'कोएम्प्ट एडुटेक' या सीबीएसई को दोषी नहीं ठहराया गया है। लेकिन सार्वजनिक भरोसे को बनाए रखने के लिए केवल कानूनी क्लीन चिट काफी नहीं होती, पारदर्शिता भी अनिवार्य है। आलोचकों और छात्रों द्वारा उठाए जा रहे ये तीन बुनियादी सवाल सीबीएसई के प्रशासनिक रुख पर सवालिया निशान खड़े करते हैं:

सवाल 1: पात्रता की शर्तें बीच में क्यों बदली गईं?
क्या सीबीएसई ने सार्वजनिक रूप से इस बात का कोई पर्याप्त और तार्किक स्पष्टीकरण दिया है कि टेंडर प्रक्रिया के बीच में ही पात्रता (Eligibility) से जुड़ी कुछ मुख्य शर्तों को क्यों बदला गया?

सवाल 2: क्या ये बदलाव वाकई जरूरी थे?
क्या टेंडर नियमों में किए गए वे बदलाव तकनीकी या प्रशासनिक दृष्टिकोण से बेहद आवश्यक थे, या फिर इनके बिना भी काम चलाया जा सकता था?

सवाल 3: क्या इससे किसी खास कंपनी को फायदा पहुंचा?
क्या इन शर्तों में हुए बदलावों के कारण अंततः हैदराबाद स्थित कंपनी 'कोएम्प्ट एडुटेक' को देश की सबसे बड़ी टेक कंपनियों में से एक, टीसीएस (TCS) के मुकाबले कॉन्ट्रैक्ट हासिल करने में कोई अनुचित लाभ या बढ़त मिली?

प्रोक्योरमेंट विवाद से लेकर नेशनल डिबेट तक
यह मामला तब और गंभीर हो गया जब इसमें देश के बड़े राजनीतिक चेहरों की एंट्री हुई। कांग्रेस नेता राहुल गांधी ने सार्वजनिक रूप से टेंडर की शर्तों में हुए इन रहस्यमयी बदलावों पर सवाल उठाए और पूरी प्रोक्योरमेंट प्रक्रिया की गहन जांच की मांग की। आम आदमी पार्टी (AAP) के अरविंद केजरीवाल ने भी छात्रों द्वारा जुटाए गए इन सबूतों को उजागर करते हुए सार्वजनिक डोमेन में चल रहे आरोपों की ओर ध्यान दिलाया।

महत्वपूर्ण बात यह है कि राजनेताओं ने इस विवाद को शुरू नहीं किया; वे केवल उन छात्रों के पीछे खड़े हुए जिन्होंने हफ्तों तक जागकर उन सरकारी दस्तावेजों को खंगाला, जिन्हें आम तौर पर नजरअंदाज कर दिया जाता है।

साइबर सुरक्षा और डेटा एक्सपोज़र का नया खतरा
बात सिर्फ टेंडर के नियमों तक ही सीमित नहीं रह गई है। इस विवाद के बीच साइबर सुरक्षा कार्यकर्ताओं (Cyber Security Activists) और रिसर्चर्स ने मूल्यांकन इकोसिस्टम से जुड़े डिजिटल सिस्टम्स में मौजूद तकनीकी कमजोरियों (vulnerabilities) को लेकर भी चिंताएं जतानी शुरू कर दी हैं। देश के लाखों छात्रों के डेटा की सुरक्षा, गोपनीयता और डिजिटल सुरक्षा उपायों को लेकर खड़े हो रहे इन सवालों ने इस बहस को एक सामान्य टेंडर विवाद से ऊपर उठाकर 'गवर्नेंस' और 'डिजिटल ट्रस्ट' के राष्ट्रीय मुद्दे में तब्दील कर दिया है।

सीबीएसई को यह समझना होगा कि उसकी चुप्पी इस संदेह को और गहरा कर रही है। देश के भविष्य यानी छात्रों के भरोसे को बहाल करने के लिए बोर्ड को सामने आकर इन तीनों सवालों के स्पष्ट और पारदर्शी जवाब देने ही होंगे।
