मध्य पूर्व में दो-चार दिन तक छाई नाजुक शांति आखिरकार टूट गई है। अमेरिका और ईरान एक बार फिर आमने-सामने आ गए हैं, जिससे पूरी दुनिया की चिंता बढ़ गई है। एक ओर अमेरिका और सऊदी अरब ने इराक में ईरान समर्थित सशस्त्र गुटों पर संयुक्त हवाई हमले किए हैं, तो दूसरी ओर ईरान ने अमेरिकी सैन्य ठिकानों पर बैलिस्टिक मिसाइलें दागने और रणनीतिक होर्मुज जलडमरूमध्य में तीन तेल टैंकरों को रोकने का दावा किया है। लगातार हो रहे इन जवाबी हमलों ने आशंका पैदा कर दी है कि मध्य पूर्व एक बार फिर बड़े क्षेत्रीय युद्ध की ओर बढ़ सकता है, जिसका सीधा असर वैश्विक ऊर्जा आपूर्ति और अंतरराष्ट्रीय अर्थव्यवस्था पर पड़ सकता है।

अमेरिकी सेंट्रल कमांड के अनुसार, ईरान ने मध्य पूर्व में तैनात अमेरिकी बलों को निशाना बनाकर बैलिस्टिक मिसाइलों से अचानक हमला करने की कोशिश की। हालांकि अमेरिकी सेना ने दावा किया कि दागी गई सभी मिसाइलों को हवा में ही मार गिराया गया और किसी तरह का नुकसान नहीं हुआ। अमेरिकी अधिकारियों के मुताबिक, मिसाइलें जॉर्डन स्थित अमेरिकी सैन्य ठिकानों की ओर दागी गई थीं। वहीं ईरान के इस्लामिक रिवोल्यूशनरी गार्ड कॉर्प्स ने कहा कि उसने जॉर्डन में अमेरिकी एयरबेस और सेंट्रल कमांड सेंटर पर मिसाइल हमला किया है। ईरान ने इसे अमेरिकी कार्रवाइयों के खिलाफ जवाबी कार्रवाई बताते हुए चेतावनी दी कि उसके जवाबी हमले आगे भी जारी रहेंगे।

उधर, ईरानी मिसाइल हमलों के कुछ ही घंटों बाद अमेरिका और सऊदी अरब ने इराक के पूर्वी हिस्से में ईरान समर्थित मिलिशिया ठिकानों पर संयुक्त सैन्य कार्रवाई की। वॉशिंगटन के अनुसार, इन ठिकानों का इस्तेमाल हथियारों के भंडारण, लॉजिस्टिक्स और ड्रोन हमलों के संचालन के लिए किया जा रहा था। अमेरिकी अधिकारियों का दावा है कि पिछले 72 घंटों में सऊदी अरब की तेल सुविधाओं पर हुए 30 से अधिक ड्रोन हमलों के पीछे यही ईरान समर्थित गुट थे। अमेरिकी सेंट्रल कमांड ने साफ शब्दों में चेतावनी दी कि ईरानी रिवोल्यूशनरी गार्ड और उसके सहयोगी गुट यदि हमले बंद नहीं करते हैं तो अमेरिका आगे भी सैन्य कार्रवाई करेगा।

सऊदी अरब ने भी संयुक्त हमलों की पुष्टि करते हुए कहा कि उसका उद्देश्य तनाव बढ़ाना नहीं है, लेकिन यदि उसके ऊर्जा ढांचे या राष्ट्रीय सुरक्षा पर हमला किया गया तो वह हर आक्रामक कार्रवाई का जवाब देगा। रियाद ने इन हवाई हमलों को अपनी तेल सुविधाओं पर हुए ड्रोन हमलों की प्रतिक्रिया बताया।

हालांकि ईरान ने सऊदी तेल प्रतिष्ठानों पर ड्रोन हमलों में किसी भी तरह की भूमिका से इंकार किया है। ईरानी रक्षा अधिकारियों ने अमेरिका और उसके सहयोगियों के आरोपों को "गंभीर गलत आकलन" बताया। वहीं इराक के ईरान समर्थित मिलिशिया संगठनों ने भी इन हमलों की जिम्मेदारी लेने से इंकार किया। 'इस्लामिक रेजिस्टेंस इन इराक' ने दावा किया कि सऊदी ठिकानों पर हमलों के पीछे यमन के हूती विद्रोही हो सकते हैं।

रिपोर्टों के मुताबिक संयुक्त अमेरिकी-सऊदी हमलों का सबसे बड़ा नुकसान इराक की पॉपुलर मोबिलाइजेशन फोर्स (PMF) को हुआ। पीएमएफ ने बताया कि उसके कई मुख्यालय निशाना बने हैं। संगठन की नीनवे कमांड के अनुसार, हमलों में उसके आठ लड़ाकों की मौत हो गई जबकि चार अन्य घायल हुए हैं। सोशल मीडिया पर सामने आए वीडियो में नीनवे और बसरा प्रांतों में कई ठिकानों से आग की ऊंची लपटें और धुएं के विशाल गुबार उठते दिखाई दिए। दमकलकर्मी भी प्रभावित इलाकों में आग बुझाने के लिए पहुंचते नजर आए।

इस बीच, ईरान ने एक और बड़ा दावा करते हुए कहा कि उसकी नौसेना ने होर्मुज जलडमरूमध्य में तीन तेल टैंकरों को रोक दिया है। IRGC के मुताबिक, इन जहाजों ने सुरक्षा चेतावनी को नजरअंदाज करते हुए "अवैध और असुरक्षित मार्ग" अपनाया था। ईरान ने चेतावनी दी कि यदि कोई भी जहाज अमेरिकी सैन्य हस्तक्षेप या निर्देशों का पालन करता है तो उसे भी इसी तरह की कार्रवाई का सामना करना पड़ेगा। हालांकि इस दावे की स्वतंत्र पुष्टि नहीं हो सकी है।

देखा जाये तो होर्मुज जलडमरूमध्य दुनिया की सबसे महत्वपूर्ण समुद्री व्यापारिक लाइनों में से एक है, जहां से वैश्विक समुद्री तेल व्यापार का लगभग 20 प्रतिशत गुजरता है। ऐसे में इस क्षेत्र में बढ़ते तनाव का सीधा असर अंतरराष्ट्रीय ऊर्जा बाजार पर दिखाई देने लगा है। ताजा संघर्ष के बाद कच्चे तेल की कीमतों में तीन डॉलर प्रति बैरल से अधिक की तेजी दर्ज की गई। निवेशकों को डर है कि यदि होर्मुज में जहाजों की आवाजाही बाधित हुई तो वैश्विक तेल आपूर्ति गंभीर रूप से प्रभावित हो सकती है।

दूसरी ओर, तनाव के बीच कूटनीतिक प्रयास भी जारी हैं। ओमान ने होर्मुज जलडमरूमध्य में नौवहन के संयुक्त प्रबंधन का खाड़ी देशों के समर्थन वाला प्रस्ताव रखा है, जबकि अमेरिका ने दोहराया है कि यह अंतरराष्ट्रीय समुद्री मार्ग किसी भी देश, विशेषकर ईरान, के नियंत्रण या प्रतिबंध से मुक्त रहना चाहिए।

देखा जाये तो यह ताजा टकराव ऐसे समय सामने आया है जब अमेरिकी राष्ट्रपति डोनाल्ड ट्रंप ने हाल ही में ईरान के खिलाफ प्रस्तावित दो सप्ताह के बमबारी अभियान को अचानक रोक दिया था। ट्रंप ने दावा किया कि तेहरान के साथ "सकारात्मक बातचीत" चल रही है, लेकिन साथ ही चेतावनी भी दी कि यदि समझौता नहीं हुआ तो अमेरिका "काम पूरा कर देगा" और सैन्य कार्रवाई फिर शुरू होगी। दूसरी ओर ईरान ने अमेरिका के साथ बातचीत दोबारा शुरू करने की किसी भी संभावना से इंकार किया है। इसी बीच इजरायल के प्रधानमंत्री बेंजामिन नेतन्याहू ने व्हाइट हाउस में ट्रंप से मुलाकात की, जहां दोनों नेताओं ने वार्ता को "सार्थक और सकारात्मक" बताया।

हम आपको याद दिला दें कि मौजूदा संघर्ष की शुरुआत 28 फरवरी को हुई थी, जब अमेरिका और इजरायल ने ईरान पर संयुक्त हमले किए थे। इसके जवाब में तेहरान ने इजरायल और उन खाड़ी देशों को निशाना बनाया जहां अमेरिकी सैन्य अड्डे मौजूद हैं। अब कुछ दिनों की राहत के बाद फिर शुरू हुई सैन्य कार्रवाइयों ने यह संकेत दे दिया है कि यदि कूटनीतिक प्रयास विफल रहे तो मध्य पूर्व में संघर्ष और व्यापक रूप ले सकता है, जिसके असर से दुनिया का कोई भी हिस्सा अछूता नहीं रहेगा।
