Pakistan Army पर अंधा भरोसा न करे America, विशेषज्ञ ने 'Hybrid System' पर दी बड़ी चेतावनी

एक नई रिपोर्ट में, पाकिस्तान में कमजोर होते लोकतंत्र और सेना के बढ़ते असर को लेकर अमेरिका से बड़ा कदम उठाने की अपील की गई है। रिपोर्ट के मुताबिक, अमेरिका को पाकिस्तान के सेना प्रमुख फील्ड मार्शल आसिम मुनीर को मिल रहे समर्थन पर फिर से विचार करना चाहिए। इसमें कहा गया है कि पाकिस्तान की असल ताकत चुनी हुई सरकार के बजाय सेना के प्रभाव वाली 'हाइब्रिड राजनीतिक व्यवस्था' के हाथ में है, जिससे लोकतांत्रिक सिस्टम पूरी तरह कमजोर पड़ रहा है।

2024 के चुनावों के बाद गहराया संवैधानिक संकट

'टाइम्स ऑफ इजरायल' में राजनीतिक शोधकर्ता वास शेनाय के छपे एक लेख के अनुसार, 2024 के आम चुनावों के बाद से पाकिस्तान भारी कानूनी और राजनीतिक संकट से गुजर रहा है। पूर्व प्रधानमंत्री इमरान खान की गिरफ्तारी के बाद मीडिया पर पाबंदियां बढ़ा दी गईं, अदालतों की आजादी पर असर पड़ा और अल्पसंख्यकों के खिलाफ हिंसा के मामले भी बढ़े हैं। इस वजह से आम लोगों का लोकतंत्र और चुनावों से भरोसा उठता जा रहा है।

चरमपंथ, आतंकवाद और सुरक्षा की गंभीर चुनौतियां

लेख में पाकिस्तान की सुरक्षा व्यवस्था पर गहरी चिंता जताई गई है। खैबर पख्तूनख्वा में तहरीक-ए-तालिबान पाकिस्तान की गतिविधियां तेज हुई हैं, वहीं बलूच अलगाववादी और इस्लामिक स्टेट-खोरासान जैसे आतंकी गुट भी लगातार सक्रिय हैं। रिपोर्ट में आरोप लगाया गया है कि आतंकवादी संगठनों को लेकर पाकिस्तान की दोहरी नीति ने उसकी सुरक्षा चुनौतियों को और भी ज्यादा खतरनाक बना दिया है।

आर्थिक तंगी, कर्ज और बढ़ती गरीबी का बोझ

आर्थिक मोर्चे पर रिपोर्ट कहती है कि अंतरराष्ट्रीय मदद से पाकिस्तान का तुरंत डूबने का खतरा भले ही टल गया हो, लेकिन वह अब भी भारी कर्ज, ऊर्जा संकट और विदेशी फंड्स पर निर्भर है। तेजी से बढ़ती आबादी, गरीबी और जलवायु परिवर्तन जैसी परेशानियां देश की अर्थव्यवस्था को और ज्यादा कमजोर बना रही हैं।

अमेरिका को सुझाव

विशेषज्ञ ने सलाह दी है कि अमेरिका को पाकिस्तान को आर्थिक और क्लाइमेट चेंज से जुड़ी मदद देनी चाहिए, लेकिन इसके साथ ही कुछ सख्त शर्तें भी लगानी चाहिए। जैसे, देश में निष्पक्ष और आजाद चुनाव कराए जाएं। नागरिक सरकार को मजबूत किया जाए। सभी आतंकी संगठनों के खिलाफ बिना किसी भेदभाव के कड़ी कार्रवाई हो। लेख में साफ कहा गया है कि वॉशिंगटन को पहले की तरह पाकिस्तानी सैन्य नेतृत्व को आंख मूंदकर समर्थन देने से बचना चाहिए।

परमाणु हथियारों की सुरक्षा

रिपोर्ट में पाकिस्तान के परमाणु हथियारों का भी जिक्र किया गया है। फिलहाल उसके न्यूक्लियर हथियार एक सुरक्षित 'कमांड एंड कंट्रोल' सिस्टम के तहत हैं और किसी आतंकी गुट के हाथ लगने की गुंजाइश कम है। हालांकि, अंदरूनी मिलीभगत, परमाणु सामग्री की चोरी, रास्ते में हमला या सेना के अंदर किसी संभावित टूट जैसे बड़े खतरों को बिल्कुल भी नजरअंदाज नहीं किया जा सकता।
