अमेरिका और ईरान के बीच कूटनीतिक कोशिशें एक नए दौर में पहुँच गई हैं। कतर और पाकिस्तान ने घोषणा की है कि स्विट्जरलैंड में हुई उच्च-स्तरीय बातचीत के बाद, वॉशिंगटन और तेहरान एक अंतिम शांति समझौते तक पहुँचने के मकसद से 60-दिन के रोडमैप पर सहमत हो गए हैं। इस्लामाबाद मेमोरेंडम ऑफ अंडरस्टैंडिंग (MoU) के तहत बातचीत का पहला दौर रविवार को बर्गेनस्टॉक में संपन्न हुआ, जिसमें ईरान, अमेरिका, कतर और पाकिस्तान के प्रतिनिधियों ने हिस्सा लिया। मध्यस्थता करने वाले देशों, कतर और पाकिस्तान के एक संयुक्त बयान में कहा गया है कि बातचीत "सकारात्मक और रचनात्मक माहौल में हुई और इसमें शामिल पक्षों ने वाशिंगटन और तेहरान के बीच अहम मुद्दों को सुलझाने की दिशा में उत्साहजनक प्रगति की है।

इस समिट का सबसे बड़ा नतीजा 60 दिनों के अंदर अंतिम समझौते तक पहुँचने के लिए एक रोडमैप को मंज़ूरी मिलना था, और उम्मीद है कि तकनीकी स्तर पर बातचीत तुरंत शुरू हो जाएगी। इस नए सिस्टम का मकसद बातचीत को सिर्फ़ राजनीतिक वादों से आगे ले जाकर, उसे लागू करने, जाँच-पड़ताल करने और नियमों का पालन करने से जुड़ी विस्तृत व्यवस्थाओं की ओर बढ़ाना है। बातचीत के दौरान गलतफहमियों को रोकने, तनाव बढ़ने के जोखिम को कम करने और घटनाओं को संभालने के लिए पक्षों के बीच सीधे बातचीत का एक ज़रिया भी बनाया गया है। यह सिस्टम होर्मुज़ जलडमरूमध्य (Strait of Hormuz) से कमर्शियल जहाजों की सुरक्षित आवाजाही सुनिश्चित करने पर भी ध्यान देगा; यह दुनिया के सबसे अहम रणनीतिक शिपिंग रूट में से एक है और अमेरिका-ईरान के बीच तनाव का एक मुख्य केंद्र भी है।

इस फ्रेमवर्क के तहत, अमेरिका और ईरान एक हाई-लेवल कमेटी बनाने पर सहमत हुए हैं, जो मध्यस्थता प्रक्रिया के बारे में राजनीतिक देखरेख और दिशा-निर्देश देगी। कमेटी को मुख्य वार्ताकारों से नियमित अपडेट मिलेंगे। ये वार्ताकार अलग-अलग वर्किंग ग्रुप्स का नेतृत्व करेंगे जो परमाणु-संबंधी मुद्दों, प्रतिबंधों, निगरानी सिस्टम, विवाद सुलझाने के तरीकों और मेमोरैंडम ऑफ़ अंडरस्टैंडिंग (समझौता ज्ञापन) को लागू करने से जुड़े अन्य मामलों पर ध्यान केंद्रित करेंगे। एक और अहम कदम के तौर पर, सभी पक्ष ईरान, अमेरिका और लेबनान को शामिल करते हुए एक 'डी-कॉन्फ्लिक्शन सेल' (टकराव रोकने वाला सेल) बनाने पर सहमत हुए। कतर और पाकिस्तान इसमें मदद करेंगे। इसका मकसद लेबनान में सैन्य कार्रवाई रोकने के फैसले को लागू करने पर नज़र रखना और दोबारा टकराव को रोकना है। बर्गेनस्टॉक रिज़ॉर्ट में पूरे हफ़्ते तकनीकी बातचीत जारी रहने की उम्मीद है, क्योंकि बातचीत करने वाले प्रस्तावित फ़्रेमवर्क की बारीकियों पर काम कर रहे हैं।

स्विट्ज़रलैंड में हुई बातचीत से शुरुआती शांति फ़्रेमवर्क के तहत चर्चा की शुरुआत हुई, जिसमें अमेरिका, ईरान, कतर और पाकिस्तान के बीच चार-पक्षीय बातचीत में प्रतिनिधिमंडलों ने हिस्सा लिया। अमेरिकी प्रतिनिधिमंडल का नेतृत्व उपराष्ट्रपति जेडी वेंस ने किया और इसमें विशेष दूत जेरेड कुशनर और स्टीव विटकोफ़ शामिल थे, जबकि ईरान का प्रतिनिधित्व विदेश मंत्री अब्बास अराघची और मुख्य वार्ताकार मोहम्मद बाघेरी ग़ालिबाफ़ ने किया।
