Presence, Not Response Time: Why India Needs More Aircraft Carriers And Warships To Lead The Indo-Pacific
In May 2025, INS Vikrant took station in the northern Arabian Sea after the Pahalgam attack. Pakistani warships stayed largely in harbour for the length of the crisis, and India's Navy has said its carrier battle group was ready to strike Karachi at the moment of its choosing. India never fired a shot at sea. Pakistan's own naval chief has since disputed this account, claiming his forces had positioned themselves to strike Vikrant and forced it back — a reminder that even a carrier's most celebrated deployments get contested after the fact. But the broader point stands regardless of whose version prevails: that is what a carrier is built to do before a war even starts.
Aircraft Carriers are Instruments of Foreign Policy
Washington proves this every year. In October 2025, the Pentagon redirected the USS Gerald R. Ford out of the Mediterranean and toward the Caribbean, officially in support of counter-narcotics operations near Venezuela. Caracas responded by mobilising more than 200,000 troops and its full armed forces on what it called high alert. No landing followed. No air campaign followed either. Instead, the carrier simply sat there and reshaped Caracas's calculations. This is called coercive diplomacy - putting capability on display without crossing into provocation.
The pattern is old. In 1996, as Beijing fired missiles near Taiwan, Washington despatched two carrier groups into nearby waters. The exercises stopped. Nobody escalated. Presidents keep reaching for carriers because carriers keep working.
That is the essential trick. A carrier parks several acres of sovereign territory off a rival's coast. Moreover, it needs no basing rights, no overflight clearance and no host government's consent. Diplomats call this leverage. Admirals call it presence. Both mean the same thing: influence you can steam away with once the crisis ends.
Carriers as Symbols of National Resolve
Carriers also carry politics home. During Operation Sindoor, the Navy says it surged the Vikrant battle group and had weapons ready to fire within 96 hours of the Pahalgam attack. Navy Chief Admiral Dinesh Tripathi later confirmed the posture publicly, stating the carrier group had kept Pakistan's Navy confined to port. Defence Minister Rajnath Singh went further aboard the ship: next time, he warned, the Navy may fire the first salvo.
Then came the political sequel. The Prime Minister spent Diwali 2025 aboard INS Vikrant and called the ship a symbol of Aatmanirbhar Bharat. Governments do not stage such moments on a corvette. Consequently, the carrier works twice: deterrence abroad, confidence at home.
Why Every Major Maritime Power Wants a Carrier
Meanwhile, the competition is not waiting. China commissioned Fujian in November 2025, its first catapult-equipped carrier, and it is expected to reach full operational capability sometime in 2026. Simultaneously, the Dalian yard is assembling what analysts believe is the Type 004, a larger vessel some expect to be nuclear-powered and to rival the American Ford class. The Pentagon's own assessment projects China could field up to nine carriers by 2035 — though that figure sits at the high end of a range, and some independent estimates put the more likely number closer to five or six. Britain, France, Italy and Japan reached the same conclusion long ago. No serious maritime power volunteers to be the one without a deck.
India's Carrier Margin is Dangerously Thin
India, by contrast, is running close to the edge. It operates two carriers. However, Vikramaditya reaches the end of its service life in the mid-2030s. Refits also pull one hull out of the water for months at a time. IAC-2 still awaits formal clearance, and construction will then take roughly a decade by Cochin Shipyard's own more optimistic estimates. India could therefore drop toward a single deck exactly as Chinese carriers begin patrolling the Indian Ocean more regularly.
The air wing looks thinner still. India signed a ₹63,000 crore deal for 26 Rafale-M fighters in April 2025 - a sharp reduction from the Navy's original 2017 requirement of 57 aircraft.
India Needs More Surface Ships, Not Just Flat-Tops
Carriers alone, though, prove nothing. A lone carrier is a target. A carrier group is a strategy. Destroyers hold the air-defence umbrella. Frigates and corvettes hunt submarines. Tankers keep the force at sea for weeks. Here the arithmetic bites. The fleet sits near 130 ships, while the Navy wants 175 to 200 hulls by 2035. Chinese submarines, survey vessels and warships now enter the Indian Ocean routinely, sustained in part by Beijing's base at Djibouti. Two seaboards, several chokepoints and roughly 7,500 km of coastline demand hulls, not hope. Escorts also do the quieter work of influence: they carry disaster relief, evacuate citizens and chase pirates. Such port calls keep smaller neighbours looking toward Delhi.
Ambition Must be Measured in Steel
India calls itself a net security provider and aspires to lead in the Indo-Pacific. Leadership at sea, however, is counted in decks and hulls, not declarations. A leading power does not borrow airpower from friends mid-crisis. It sails its own. The IAC-2 decision due this year therefore reveals far more than a shipbuilding contract. It reveals how seriously India means its own ambition.
