मोदी सरकार का बड़ा फैसला! इंडस्ट्रियल और कमर्शियल यूजर्स के रिटेल पंपों से 'बल्क' में तेल खरीदने पर रोक

सरकार ने एक बड़ा कदम उठाते हुए इंडस्ट्रियल, कमर्शियल और इंस्टीट्यूशनल (संस्थागत) यूजर्स के लिए रिटेल फ्यूल पंपों (आम पेट्रोल पंपों) से बड़ी मात्रा (बल्क) में पेट्रोल और डीजल खरीदने पर तत्काल प्रभाव से रोक लगा दी है। सरकार द्वारा जारी आधिकारिक आदेश के अनुसार, यह प्रतिबंध 90 दिनों (3 महीने) तक लागू रहेगा। यह फैसला देश के कुछ हिस्सों में रिटेल आउटलेट्स पर डीजल की मांग में अचानक आई "असामान्य बढ़ोतरी" के बाद लिया गया है।
 
यह रोक कुछ रिटेल आउटलेट्स पर डीज़ल की मांग में असामान्य बढ़ोतरी की रिपोर्ट के बाद लगाई गई है। रिपोर्ट्स के मुताबिक, बल्क यूज़र्स की ओर से मांग में यह उछाल कीमतों में अंतर के कारण आया है। दिल्ली में पेट्रोल पंपों पर डीज़ल की कीमत 95.20 रुपये प्रति लीटर है, जबकि बल्क बिक्री की कीमत 134.50 रुपये है। सरकार ने इन खरीदारों से कहा है कि वे अपनी ज़रूरत का सामान बल्क बिक्री केंद्रों से लें।

बल्क यूज़र्स से मार्केट प्राइस लिया जाता है
जहां टेलीकॉम टावर और बिजली उत्पादन व अन्य ज़रूरतों के लिए डीज़ल का इस्तेमाल करने वाली इंडस्ट्रीज़ जैसे बल्क यूज़र्स से मार्केट प्राइस लिया जाता है, वहीं रिटेल पंप की दरें लागत से काफी कम हैं। कीमतों में यह अंतर इसलिए है क्योंकि सरकारी तेल कंपनियां रिटेल कीमतों को नियंत्रित कर रही हैं ताकि आम लोगों को कच्चे तेल की बढ़ती कीमतों से कुछ राहत मिल सके। कच्चे तेल की कीमतें फरवरी के आखिर में पश्चिम एशिया में जारी तनाव के कारण बढ़ी हैं।

सरकार ने कहा कि यह कदम "दुनिया के कुछ हिस्सों को प्रभावित करने वाली मौजूदा भू-राजनीतिक स्थिति" के कारण उठाया गया है, जिसने अंतरराष्ट्रीय पेट्रोलियम सप्लाई चेन, शिपिंग लॉजिस्टिक्स और पेट्रोलियम उत्पादों की उपलब्धता पर बुरा असर डाला है।

नोटिफिकेशन में कहा गया है, "मौजूदा स्थिति में यह देखा गया है कि देश के कुछ हिस्सों में रिटेल आउटलेट्स के ज़रिए मोटर स्पिरिट (पेट्रोल) और हाई स्पीड डीज़ल (डीज़ल) की बिक्री में असामान्य बढ़ोतरी हुई है। इसकी वजह इंडस्ट्रियल, कमर्शियल और इंस्टीट्यूशनल ग्राहकों का रिटेल और बल्क बिक्री कीमतों में अंतर के कारण रिटेल आउटलेट्स की ओर रुख करना है।"

खरीद की सीमा 200 लीटर तय
नोटिफिकेशन में रिटेल आउटलेट्स पर डीज़ल की बिक्री को वाहनों के फ्यूल टैंक या पेट्रोलियम एंड एक्सप्लोसिव्स सेफ्टी ऑर्गनाइज़ेशन (PESO) से मंज़ूरी प्राप्त कंटेनरों तक सीमित कर दिया गया है। साथ ही, प्रति ग्राहक या प्रति वाहन प्रतिदिन खरीद की सीमा 200 लीटर तय की गई है।

नोटिफिकेशन में कहा गया है, "सरकार एक विशेष आदेश के ज़रिए किसी भी ग्राहक, ग्राहकों के वर्ग, क्षेत्र, लेन-देन या लेन-देन की श्रेणी को इस आदेश के सभी या किसी भी प्रावधान से छूट दे सकती है।" इसमें यह भी कहा गया है कि किसी भी उल्लंघन पर 'आवश्यक वस्तु अधिनियम' (Essential Commodities Act) के प्रावधानों के अनुसार सज़ा दी जाएगी।
