Bihar में बैंकों की मनमानी पर Samrat सरकार का अल्टीमेटम, खराब Performance पर बंद होगा Govt Deposit

माननीय उप मुख्यमंत्री-सह-वित्त मंत्री, श्री बीजेन्द्र प्रसाद यादव ने बिहार के बैंकों के प्रदर्शन के लिए गठित उच्च स्तरीय समिति की अनुसंशाओं पर सहमति प्रदान कर दी है। विकास आयुक्त, बिहार श्री मिहिर कुमार सिंह की अध्यक्षता में उच्च स्तरीय समिति की बैठक में बैंकों की कार्यप्रणाली में सुधार लाने हेतु 5 सूत्रीय सख्त रणनीतिक अनुशंसाएं जारी की गई हैं। वित्त विभाग ने स्पष्ट किया है कि खराब प्रदर्शन करने वाले बैंकों की न केवल कड़ी निगरानी की जाएगी, बल्कि अगले 6 महीनों में सुधार न दिखने पर उनके सरकारी डिपॉजिट पर पूरी तरह रोक लगा दी जाएगी।

उच्च स्तरीय समिति द्वारा की गयी अनुशंसाएं-

अनुशंसा-1
वार्षिक साख योजना (ACP) के संबंध में समिति की अनुशंसा है कि यदि राज्य का CD Ratio बढ़ाना है तो वित्तीय वर्ष के संभावित Deposit का न्यूनतम 80 प्रतिशत लक्ष्य निर्धारित करना चाहिए। तदनुसार नाबार्ड को इस वर्ष PLP का संशोधन किये जाने का अनुरोध किया गया है और नाबार्ड ने 3,55,532/- करोड़ रुपये का PLP निर्धारित किया है। उसके आधार पर नया ए०सी०पी० निर्धारित करने के लिए SLBC से अनुरोध करना चाहिए।

अनुशंसा-2
राज्य के साख जमा अनुपात (CD Ratio) के संबंध में समिति की अनुशंसा है कि यदि मात्र SBI का Deposit घटाकर अन्य बैंकों का CD Ratio निकाला जाए तो राज्य का वर्तमान CD Ratio 68.16 प्रतिशत हो जाता है और यदि SBI एवं PNB दोनों को निकाल दिया जाता है तो CD Ratio 72.75 प्रतिशत हो जाता है। इनकी तुलना में अन्य छोटे बैंकों का प्रदर्शन बहुत अच्छा है।
निष्कर्ष के तौर पर यह महत्वपूर्ण है कि ए०सी०पी० के लक्ष्य निर्धारण में इन प्रमुख बैंकों को ए०सी०पी० का अधिक लक्ष्य दिया जाए ताकि CD Ratio बढ़ सके।

अनुशंसा-3
बैंक ऋण से संबंधित विभिन्न सरकारी योजनाओं के संबंध में यह निर्णय लिया जा सकता है कि SLBC द्वारा Coordinate करते हुए KCC और अन्य सरकारी योजनाओं के लिए कृषि मंत्रालय, भारत सरकार के जनसमर्थ पोर्टल पर Integration किया जाए। जनसमर्थ पोर्टल के माध्यम से आवेदन लेने से सभी बैंकों को सीधे आवेदन मिल जाऐंगे और सभी सरकारी योजनाओं के अनुश्रवण Monitoring तथा ऋण वितरण में आसानी होगी। अतः यह अनुशंसा है कि इस संबंध में अन्य राज्यों की तरह बिहार राज्य के द्वारा भी जनसमर्थ पोर्टल का उपयोग किया जाए।

अनुशंसा-4
पंचायत स्तर पर लगाए जाने वाले सहयोग शिविर में जनसमर्थ पोर्टल पर KCC आवेदन अपलोड करने के लिए प्रचार-प्रसार किया जाय। जनसमर्थ पोर्टल के माध्यम से KCC खातों की संख्या बढ़ाने के लिए जीविका दीदी, स्वयं सहायता समूहों एवं 50 लाख किसानों, जिनका आई०डी० सृजित हो चुका है को सुगमता से लक्षित किया जा सकता है।

अनुशंसा-5
राज्य सरकार द्वारा निर्धारित प्रमुख मापदंडों (Measurement Index) के प्रदर्शन पर आधारित 100 अंकों के अनुसार बैंकों की रैंकिंग के संबंध में समिति की अनुशंसा है कि जिन बैंकों का CD Ratio में सुधार अत्यन्त कम है और जिनकी उपलब्धि 50 प्रतिशत से नीचे है उनके Performance को Monitoring में रखा जाय और जिन बैंकों की उपलब्धि ए०सी०पी० में 60 प्रतिशत से नीचे है उनके Performance को भी Monitoring में रखा जाए ताकि वे अपने कार्य में सुधार कर सकें। अगले 6 महीने के बाद उनके कार्य में कोई सुधार नहीं आया तो उनके Deposit पर रोक लगायी जाय। इन बैंकों को उनके कार्यकलाप में सुधार के लिए सचिव वित्त के स्तर से पत्र निर्गत किया जाय। इन 15 प्रमुख बैंकों की सूची इस प्रकार है:-

Bank of India,
State Bank of India,
IDBI Bank,
Indian Overseas Bank,
Bandhan Bank,
Bank of Maharashtra,

विदित हो कि बिहार सरकार के वित्त विभाग द्वारा राज्य में बैंकिंग व्यवस्था को सुदृढ़ करने और वित्तीय लक्ष्यों को समय पर पूरा करने के उद्देश्य से एक उच्च स्तरीय समिति का गठन किया गया था। यह कदम बीते 22 जनवरी 2026 को माननीय उप मुख्यमंत्री श्री बिजेंद्र प्रसाद यादव की अध्यक्षता में आयोजित 95वीं त्रैमासिक राज्य स्तरीय बैंकर्स समिति (SLBC) की बैठक में लिए गए निर्णय के आलोक में उठाया गया था। यह उच्च स्तरीय समिति नियमित अंतरालों पर राज्य के भीतर बैंकों द्वारा वार्षिक साख योजना (Annual Credit Plan & ACP) के लक्ष्यों की प्राप्ति तथा साख जमा अनुपात (CD Ratio) की गहन समीक्षा करेगी। इसके साथ ही, वित्तीय प्रगति को गति देने और बैंकिंग सेवाओं में सुधार के लिए आवश्यक सुधारात्मक उपायों हेतु दिशा-निर्देश जारी करेगी और जरूरी कदम उठाएगी समिति की संरचना यह नवगठित समिति राज्य के विकास आयुक्त की अध्यक्षता में कार्य करेगी।

समिति का ढांचा निम्नानुसार तय किया गया है:-

सदस्यः निदेशक, भारतीय रिजर्व बैंक (RBI)
सदस्यः मुख्य महाप्रबंधक, नाबार्ड (NABARD)
सदस्यः मुख्य महाप्रबंधक, भारतीय स्टेट बैंक (SBI)
